Create an NY.gov ID Unemployment account

To access your DOL Unemployment Benefit account, please follow the instructions provided below on how to create a NY.gov ID account:

Step 1 – Visit the NY.gov ID Login Page

The first thing you need to do when creating a New York Unemployment account is to visit the NY.gov ID Login page at https://unemployment.labor.ny.gov/.

Click here to be taken there.

Once there, click on the “LOGIN” link.

Next, you will be taken to a page like the one below.

Click on the “Don’t Have an Account” button at the bottom of the page.

Step 2 – Select Personal Account

Next, you will be taken to a page where you will have to choose the type of account you would like to create.

Select/Click on the “PERSONAL” option.

Once you select the “PERSONAL” option, you will be taken to a page like the one below.

Step 3 – Provide Information to Create Account

You are now ready to create your Personal NY.gov ID account.

First, you will have to enter the following information in step 1 of the process:

  • First Name
  • Last Name
  • Email Address
  • Confirm Email
  • Preferred Username (click the “check” button to make sure it’s available)

Next, check the “I’m not a robot” box, then click on the “Create Account” button, as shown below.

Step 4 – Confirm Information Provided

In step 2 of the process, you will have to confirm the information you provided on the previous page, as shown below.

Review your name, email address, and username to make sure they are correct, then click the “Continue button to step 3 of the process.

Step 5 – Check your Email, Activate your Account & Set your Password

In step 3 of the process, you will have to check your email for an activation link, as shown by the message in the image below.

Note that once you have clicked on that link, you will be prompted to set your password, and select 3 security questions & answers.

If you do not click on the link within 48 hours, you will be required to come back to the login website and re-register your account.

Once you click the email, you will be asked to select three security questions, as shown below.

Follow the rules around setting the password – including making sure it has a minimum of 14 characters.

How Much Will I Recieve in NY Unemployment Benefits?

How much you will get in New York State unemployment benefits depends on your earnings.

However, the maximum weekly benefit in New York is $504.

How long does it take to get approved for unemployment in New York?

It takes three to six weeks from the time you file your claim to when you receive your first unemployment benefit payment in New York.

Why does it take so long?

That is because the New York State DOL has to review and process your application for benefits.

If you are found eligible for unemployment, any back weeks owed will be paid to you as part of your first payment.

However, while the DOL processes your application or unemployment, here’s what you need to do:

First, complete and return any questionnaires and return any phone calls you receive from the Department of Labor right away.

Second, continue to claim weekly benefits as long as you are unemployed and meet the eligibility requirements.

Does Getting Unemployment Affect my Health Insurance Coverage?

No. Your health insurance is not impacted by receiving unemployment benefits.

This means that whatever coverage or extension you have for healthcare from your job will remain intact.

Eligibility for unemployment benefits is based on your income, not your health insurance.

However, be aware that receiving unemployment benefits does not include healthcare or extend your previous healthcare coverage.

Can I work part-time and collect unemployment in New York?

Yes, you can work part-time and still collect NY unemployment.

However, how much you will receive depends on how many hours you are working.

The New York State DOL’s new partial unemployment system uses an “hours-based” approach.

Under the new approach, claimants can claim partial unemployment for a week if they work 30 hours or fewer and earn $504 or less in gross pay excluding earnings from self-employment.

With this change, claimants’ benefits will not be reduced for each day they engage in part-time work and will be reduced in increments based on total hours of work for the week.

Partial benefits are available as follows:

  • 0 – 10 hours of work (equivalent to 0 days worked): 100% of weekly benefit rate
  • 11 – 16 hours of work (equivalent to 1 day worked): 75% of weekly benefit rate
  • 17 – 21 hours of work (equivalent to 2 days worked): 50% of weekly benefit rate
  • 22 – 30 hours of work (equivalent to 3 days worked): 25% of weekly benefit rate
  • 31+ hours of work (equivalent to 4 days worked): 0% of weekly benefit rate

Note that if you earn over more than $504 in any week, no matter how many hours you worked, you cannot receive benefits for that week.

Can I file for NY Unemployment if I lost my full-time work, but still work part-time?

Yes, you can.

However, eligibility is based on whether you work 30 hours or fewer in a week and earn $504 or less.

When you file your UI claim:

You will be asked to enter the date of your last day worked.

Enter the last day you worked physically reported to work, regardless of whether this was your part-time or full-time work.

Additionally, you will also be asked to enter information about your last or most recent employer.

The last or most recent employer is where you most recently reported to work, regardless of whether this was your part-time or full-time employment.

If it was your part-time employer, and you will continue to work part-time, enter “lack of work” as the reason for separation.

What if I do freelance work or other self-employment?

When you file for Unemployment benefits in New York, you must report any activity that brings in or may bring in income at any time.

This includes:

  • Doing freelance work
  • Self-employed
  • Starting a business or
  • Doing “favors” for another business

What is the Shared Work program?

The Shared Work program is a program run by the New York State Department of Labor that your employer must apply to be in.

The goal of the program is to prevent layoffs by allowing for a reduction of hours
(between 20-60% reduction) for some or all workers under that employer so more
employees can remain employed.

The benefits of this arrangement for workers are:

    1. Your job benefits, like healthcare, continue at their normal level, not reduced along with your hours; and
    2. You are also eligible for partial payments of unemployment benefits to make
      up for lost income, even if you make more than $504 per week.

It is important to know that the Shared Work program is a specific and designated program.

Therefore an employer cannot just tell workers to share work and be eligible for it.

Why does my application status in the DOL system say I am ineligible?

There are many reasons you may be deemed ineligible for New York Unemployment benefits
